Joel 3:16 The Lord is a refuge to his people a stronghold to the people of Israel. JOEL means Yahweh is God i.e., he is sovereign of the earth. The book written 800bc (contemporary to Amos and Hosea) is a monument to a confident hope that God does not forget those who pray for help. E.g., Joel 2:32 and it shall come to pass that all who call upon the name of the Lord shall be delivered… If you read the book (it will take 10 minutes) you will notice Joel did not spend much time making an analysis of people’s failings. He was far more interested in dwelling on the care as prescribed by Israel’s divine physician.
